IV. Enrollment Plan

Yukon Koyukuk School District will conduct an "Open Enrollment" process for Year 3 of the grant cycle. The Open Enrollment process will include a district wide dissemination of "choice" information, site specific enrollment sheets, and calendar of events. The choice information piece will include an explanation of choice letter to parents as well as the list of higher performing school and the schools which need support. The site specific enrollment sheets will be site specific based on achievement ranking. The higher performing schools will be provided the opportunity to enroll within their school as well as the opportunity to board in district transfer students. The schools which need support will be provided the opportunity to reenroll in their school or transfer for one of the higher performing schools. Finally this enrollment packet will be concluded with a calendar of grant activities for the school year. All enrollment materials must be submitted to site administration by August of each school year by the Grant Administrative Assistant.

YKSD designates that higher performing schools are those which have met AYP for at least two consecutive years. Lower performing schools are all the schools which do not meet AYP. AYP designation is based on the Alaska Department of Education correlates and indicators.

Student enrollment data is tracked by Powerschool, a district-wide student database. Powerschool provides information regarding student movement including interdistrict and intradistrict transfers. In addition, this database collects all other student information including but not limited to: attendance membership, ethnicity, standardized achievement results, and grade.

YKSD recognizes that those in district schools which are high performing need to be available to serve students from lower performing schools. The ability for a high performing school to service and support students is qualified through "available seats". "Available seats" is defined by the number of additional students the buildings and facilities could support in an effective and safe manner. The YKSD Voluntary Public School of Choice committee has designated a system to determine the number of seats available available in each of the schools by taking the total enrollment and allowing an additional 50% of enrollment to be considered "available seats". The committee holds the right to considered each case based on the safety and effectiveness of each building.
